Helen Arus

Helen is the Head of General Education at the Estonian Education Quality Agency. Her current main responsibility is developing and introducing a new system for evaluating the quality of general education in Estonia. Her professional journey began in the non-profit sector, where she was actively involved with youth work organizations.
Following this, Helen gained considerable experience within the Estonian Ministry of Education and Research, where she played a key role in policy development for higher education and vocational training. She also served as the head of the departments responsible for these areas.
Beyond her public sector work, Helen has engaged with the private sector, providing consultancy on educational policy to various countries, working on projects related to the export of education services, and offering her expertise as a leadership mentor.
